Terms of Reference

To advise the Director of Marine on-

  1. the implications and implementation of the requirements and obligations under the International Maritime Organization ("IMO"), the International Labour Organization as well as relevant regional and international conventions which may affect the Hong Kong Fleet;
  2. the formulation of measures to enhance the services provided by the Hong Kong Shipping Registry ("HKSR"); and
  3. the formulation of measures to improve the quality of the Hong Kong Fleet.
