A Competent Person is a person competent to carry out risk assessment for works in confined space (or enclosed space) on vessels and make recommendations on safety measures to the person in charge of works who is responsible for granting permission to the works inside the space. Testing of the atmosphere of confined space is a part of the risk assessment. A Competent Person conducts the air test and issues "Air Test Certificate" after the test.
