Class I and Class II local vessels above 15 metres in length can apply for "Exemption Notice for Single Voyage" to sail to a port for repair within the area of River Trade Limits in Mainland. The introduction of the exemption notice aims to ensure maritime safety while providing flexibility for local vessels to sail on their own power to the Mainland for necessary maintenance and repairs.

Application for Exemption Notice

  • Local vessels that intend to apply for an exemption notice are required to undergo a single voyage survey (SVS). Upon completion and satisfaction of SVS, the vessel will be issued with an SVS report. The purpose of SVS is to ensure the vessel is fit for the intended voyage and its survey scope can be found in the SVS form below:

  • The SVS can be conducted by the Marine Department or any competent surveyor (except an Authorized Surveyor of Recognized Fishing Vessel Survey Organizations). The list of competent surveyors is provided below:

  • The applicant for the exemption notice is required to submit a completed application form together with an SVS report to the Licencing and Port Formalities Section. The application shall be submitted 14 days prior to the scheduled outbound voyage and 3 days prior to the inbound voyage. The link to the application form is provided below:

  • In addition to applying to the Marine Department, Local vessels that intend to sail to Mainland port for repair shall also comply with the requirement of the Mainland port. Hong Kong Economic and Trade Office in Guangdong has specially collected relevant information and used Zhongshan as an example to illustrate the relevant requirement for our reference.
