Mercantile Marine Office
The Mercantile Marine Office (MMO) is mainly responsible for the regulation of the employment of seafarers. Its main services include scrutiny of the Crew Agreement of Hong Kong Ships to ensure the conditions and qualifications of seafarers employed are in compliance with the legislation requirements; registration of Hong Kong seafarers; registration and inspection of shipping companies; conducting disciplinary inquiries on seafarers; conciliation services; etc.
Seagoing Examination (Including issue of Certificate of Competency, and Hong Kong Licence)
- Conducting Certificate of Competency (CoC) examinations for deck and engineer officers for foreign-going vessels
- Issuing licenses to foreign Certificate holders for manning of Hong Kong registered ships
- Monitoring sea-going vessels related trainings at approved establishments for acquisition of maritime qualifications
- Implementing regulations relating to sea-going examinations, issuance of CoCs and other certificates
